Usually the pseudo-classes for links are used to change background color and text color for a links. the hover pseudo-class is usually used to change a link background, text, and font size when moused over.
Below is the code for adding padding above a link. This is handy to separate a stacked list of links in a graceful way. Without padding the link, the BREAK tag or maybe the DIV tag would have to be used to put some distance between stacked links.

NN4.7 handles this nicely. IE5.0 will not respond to the padding-top property.
