Let's set up a DIV box, that is, a colored background for text, and let's set a border around it. We'll make the border an outset border.

The rendering is quite different. We see that NN4.7 does not color all the way out to the border while IE5.0 and NN6.0 do. Also, IE5.0 and NN6.0 generate a border look that's more "integrated" with the colored background.
Let me note here that using this HTML to stack another DIV area on top of the one we have does not cause any spacing between the DIVs for NN4.7.
