I have found that the BORDER-WIDTH combined with WIDTH hack doesn't work for coloring header elements in NN4.7.

NN4.7 will box the header element as we would guess, but removes the natural look of a header text. IE5.0 and NN6.0 will just box the element without removing the look of the header text.
